the town in order to prevent the possibility of any large bands from the country penetrating. These precautions are probably taken more to reassure the European population, who are rather subject to attacks of nerves, than from any pressing danger; but at the same time there can be no doubt that recent affairs have damaged French military prestige here, and as Tonquin is only held by military force, it is perhaps as well to take precautions.
